Education
Useful Information
University degree in information management and / or information technology (IM/IT), commerce, engineering, business administration or other specialty relevant to the position or an acceptable combination of education, experience and training.

Experience
Significant experience at the senior level:

in managing human and financial resources, both directly and through subordinate managers;

either as an IM/IT executive or as a business executive in using IM/IT and associated technologies to manage and advance business objectives.

Experience at the executive level in:

directing the development and implementation of long-range IM/IT strategic plans, annual business plans and policies;

managing organization-wide, multi-disciplinary, multi-million dollar IM/IT projects;

building consensus and engaging various stakeholders in the achievement of an IM/IT strategy in support of the organization’s business objectives;

leading major transformation initiatives and in the management of change in complex environments;

establishing relationships with executive teams and in providing strategic advice and recommendations on IM/IT issues to senior officials and Deputy Ministers or CEO or Heads of organizations.



Challenge
As the Senior Chief Information Officer of the Department, or as a senior member of the departmental IM/IT organization, the Director General, is accountable for providing strategic direction for information and technology (IM/IT) to the Department. The incumbent is accountable for the promotion and implementation of IM/IT in support of the Government on Line strategy for departmental business delivery in a citizen oriented service mode, through the conceptualization and implementation of IM/IT plans, policies and systems in concert with the directions of the Chief Information Officer Branch, Treasury Board Secretariat.

The Chief Information Officer or senior IM/IT Executive will establish productive relationships with the executive team and will create an environment of opportunity by providing advice and leadership on how the evolving capabilities of IM/IT can transform the department's and the federal government's service delivery; through innovative management of information; through working in partnership with other federal government organizations, as well as other public and private bodies. The departmental Chief Information Officer or senior IM/IT Executive will develop, implement and monitor national business and investment plans and policies in areas related to IM/IT and telecommunications infrastructure in a large scale or highly complex environment.

Responsibilities will include department wide delivery of services such as: Information Technology planning and architecture, data management, library services, document/records management, mail service, application development and maintenance services and various services related to the computing environment, telephones, data networks, Local Area Networks (LANS), departmental Wide Area Networks (WAN).
